I N T R O D U C T I O N
The PHILIPPINE ACADEMY OF MEDICAL SPECIALISTS, is non-stock, nonprofit, multi-specialty, professional society, primarily organized for all the holders for the Medical Specialist Diploma, given by the Ministry of Health since 1979. According to the list that we have acquired, there are more than five thousand Medical Specialist diploma holders in the country and uniting all these specialists under the PAMS is our initial objective. The PAMS is a duly registered professional organization with the Securities and Exchange Commission since December 08, 1994.
H I S T O R Y
The initial concept of forming a multi-specialty society for the holders of the Medical Specialist Diploma, which is being given by the Department of Health since 1979 was originally conceived more than seven years ago, but it was only on November 14, 1994 that Dr. Nestor P. Pasamba, a general surgeon and former consultant at the Dr. JRRMC was able to call a dinner meeting at his residence No. 18 Patok St., SMH Quezon City. Dr. Mario R. Adraneda and Dr. Hernando S. Amisola were tasked to bring along at least 20to 30 Medical Specialists for the initial organizational meeting. Dr. Amisola came followed by Dr. Adraneda, but both were alone, and Dr. Danilo Mariano, a Urologist arrived also alone. Then came Dr. Hilda David-Rebaldo and Dr. Rhodora I. Cruz, both OB GYNE specialists who made the group lively and were very supportive of the idea. Dr. Armando N. Lorenzo, an Anesthesiologist from Cavite arrived alone. Dr. Pasamba asked where the rest were, and apparently nobody was coming anymore, he then laid out his plans to have an election of officers from among the group. However, Dr. Adraneda and Dr. Amisola were quite hesitant and apprehensive of the problems that may arise and asked that the meeting be just a caucus and to set another meeting for the election of officers. Dr. Pasamba did not agree and insisted that those problems can be solved and he promised to do everything so that the organization can be properly registered with the SEC. Dr. Lorenzo who also has a very positive attitude offered his two thousand pesos to start the call rolling, but Dr. Pasamba said to make it just one thousand and on the spot everybody paid one thousand pesos. Dr. Amisola declined the honor of becoming the founding President and settled for the position of Secretary. Dr. Pasamba also declined the presidency because his idea was that the founding president should be somebody who still actively connected with the JRRMMC and settled for the Vice President. Dr. Danilo Mariano was also offered the Presidency but declined. The honor of becoming the founding president was offered to Dr. Adraneda who reluctantly accepted the position to the cheers of the group. Unanimously elected treasurer was Dr. Rhodora I. Cruz and Dr. Armando Lorenzo as Auditor. After the election of the officers, there was a good luck rain shower and Dr. Cecilio G. Viola, an EENT Medical Specialist and consultant from JRRMMC arrived late because he lost his way. The group was very happy and after a sumptuous dinner had a picture taking for posterity. The next meeting was scheduled on Nov. 25, 1994 at the resident of Dr. Danilo Mariano at DAMAR Village in Quezon City who readily offered to host the affair. Every one was tasked to spread the news and recruit more members. During the meeting at the residence of Dr. Mariano, more members came and readily paid their dues. Dr. Josefina R. Tumulak, and OB-Gynecologist was unanimously elected together with Dr. Emmanuel Pamintuan as additional members of the Board of Trustees. Dr. Bonifacio S. Ronsaryo, an orthopedic Surgeon from Cavite was included as member of the Board of Trustees being one of the medical specialists who originally planned the initial meeting but was not able to come because of an emergency operation.
The task of formally registering the organization was done by Mrs. Evangeline Q. Pasamba, and was accomplished last December 18, 1994 just in time for the December 10 general Assembly held at No. 6 Dadiangas St., DAMAR Village Q.C., the residence of Dr. E. G. Pamintuan who hosted the occasion. Copies of the S E C Registration were xeroxed by Dr. Pamintuan and given to the members present. It was also decided on this meeting that the membership be liberalized to include residency graduates who are not holders of the Medical Specialists Diploma but are known to the organizers to be good. On December 27, 1994 another board meeting was held at the residence of Dr. Pasamba, where many things were decided including the logo. The suggestion of Dr. Materno Chavez to place eight rays in the flame of the torch representing the eight founders was adopted. The eight founders are Dr. Pasamba, Amisola, Andraneda, Lorenzo, David-Rebaldo, R. Cruz, Mariano and Viola.
On January 7, 1995 the third general assembly was held at 796 Banawe Quezon City at the residence of Dr. Rhodora I. Cruz who hosted the affair. Many new Members came and paid their dues. The fourth general assembly was on January 27, 1995 at the residence of Dr. Pasamba, who hosted the occasion where more than 150 members came. After the assembly, the members of the board were left behind and they had a bull session and board meeting where many things were decided upon. Non-members of the board who participated in the bull session were Dr. Ricardo Fulgencio II, Dr. Flor Adraneda, Dr. Brillo Vargas, Dr. Wilfredo Tagle, Dr. Tony Gomez, Dr. Eusebio Paglinawan, Dr. Carolina Mariano, and Dr. Apolinar del Carmen. At a special meeting of the Board of Trustees held at its principal office on February 18, 1995, it was unanimously approved to increase the members of the Board of Trustees from Eleven to Fifteen and the following Medical Specialists were unanimously elected into office:
1. Ricardo D. Fulgencio II, M.D.
2. Eusebio C. Paglinawan Jr., M.D.
3. Alsaneo F. Lagos, M.D.
4. Wilfredo S. Tagle, M.D.
The inauguration and induction of officers and members of the association was held at the HYATT REGENCY MANILA on March 14, 1995. It was a whole day affair, with lecture symposium the whole day and an induction socials in the evening with Senate President Edgardo Angara as inducting officer and guest speaker assisted by the PMA President Dr. Concordia Pascual.
GOALS AND OBJECTIVES
1. To unify, develop and assign Medical Specialists through the Philippines
2. To provide a forum for Medical Specialists of the Department of Health in its guest for continuing medical education.
3. To maintain the highest possible level of medical and scientific knowledge and specialty skills so we can better serve the people especially the less fortunate.
4. To maintain camaraderie so that ethical practice of medicine shall always be observed.
5. To promote the ideals and objectives of the Philippine Medical Association.
6. To be of better help to the Department of Health in its programs and objectives.
ORGANIZATIONAL FRAMEWORK
The PHILIPPINE CADEMY OF MEDICAL SPECIALISTS has fifteen Board of Trustees as its highest policy making body. Every year a member of the Board of Trustees, can be replaced, as determined by the majority of the board according to their performance. Representatives to the board shall be chosen from among themselves by big groups who shall in turn be elected to the board according to performance. Every year the Board of Trustees shall elect from among themselves the executives officers; President, a Vice President, a Secretary, a Treasurer and an Auditor.
MEMBERSHIP
There shall be three types of members; namely Fellow, Associate Fellow, and Honorary Fellow.
1. Criteria for Fellow – Holder of the Medical Specialist Diploma from the Department of Health, a graduate of an accredited DOH residency training program, a PMA member in good standing, Filipino Citizen, or as determined by the Board of Trustees.
2. Criteria for Associate Fellow – Finished residency in their field of specialty but not DOH Certified as Medical Specialist. A PMA member in good standing, Filipino Citizen, or as determined by the Board of Trustees.
3. Honorary Member – An individual who may not be a doctor of medicine, but who have contributed in the field of medicine. He or she shall not pay their annual dues. They hall have no voting privileges, nor can they be voted upon. They may be persons who have contributed so much to success of the PAMS.
A Fellow shall conduct himself according to the standards of medical ethics set by the Philippine Medical Association. He shall sign the Roll of Fellows and affirm to maintain the standards of conduct set fort in the Fellowship pledged of the Academy. He shall attend all or majority of the meetings of the Academy. He shall pay all dues, fees and assessments imposed by the Academy.
After all the requirements are fulfilled, he or she shall be entitled to be a Fellow of the PAMS and shall be allowed to affix the letters F.P.A.M.S after his name in publications, professional cards and directories. He shall have the right to vote and voted upon He shall be allowed to participate in all official functions of the PAMS.
